The Future of Recruiting & HR

Anticipating the January 20, 2017 Arrival of the Trump Train

Some of this article is based upon a November 23, 2016 ERE Recruiting Intelligence article penned by Stephen Swirsky and Daniel Green entitled “What a Trump Presidency Means for Recruiting and HR.”

Based upon the value proposition of our colleagues in the PEO industry, I found the content in this article to be very timely and relevant as we witness the transition of power to a new administration and a new ideology.

At this point it is not known with any absolute certainty whether the rhetoric of the 2016 election campaign will translate into the era of governance. Swirsky & Green “attempt to explore some of the principle areas in federal law and regulations impacting the workplace likely to experience important changes under the Trump administration and trends that recruiting and HR professionals in the U.S. should be on the lookout for once President-elect Trump takes office and the new Congress convenes.”

The areas that Swirsky & Green focused on included the following categories:

  • New Leadership across Federal Agencies of the Executive Branch
  • The United States Supreme Court
  • Wage and Hour Law
  • Taxes and the Affordable Care Act
  • Immigration
  • Unions and the National Labor Relations Board
  • Anti-Discrimination Law

Most of us have a decent understanding on how government affects our lives for both the good and bad.  For our businesses, many in recent years have become alarmed about the focus on the wedge and social justice issues rather than operating the government in an efficient and effective manner.

Although Swirsky & Green had several categories of topics as noted above, my focus is going to be on only the first topic which are the Federal agencies.

New Leadership Across Federal Agencies of the Executive Branch

Once President-elect Trump takes office, he will be responsible for making nearly 4,000 appointments across the Federal Agencies of the Executive Branch.  Even without changing any rules or laws, a new administration has great influence on how these areas operate as a result of the appointments made and changing the law enforcement priorities, rules making, and the interpretations of the rules already in place.

However, there is a possibility that he may combine and/or eliminate a number of these agencies.

Except for the Department of Education, there has been no discussion of any changes to the major departments whose Secretaries make up the President’s cabinet.  However, few people are aware of the depth and breadth of the huge number of Independent agencies and government corporations that are intertwined in a morass of the bloated government bureaucracy.  These agencies are filled with politicized staff that, at times, justify their existence by ginning out new rules at a torrential pace to justify their existence.

To create an awareness, I have decided to list a large, but not necessarily complete list of these agencies.

Let’s Pretend that You are the Incoming President

It is January 20, 2017 and you have just been sworn in by Chief Justice Roberts and you are on the way to the White House to sign a stack of orders to rescind the executive orders of the previous administration.  After an hour, you finish the first stack of items to begin your first 100 days.  The inaugural balls are tonight and you are looking forward to attending several of the events.

As you sit in the Oval office with some brief quiet time, you ask Reince Priebus to bring you a list of the Federal Agencies in which appointments will need to be filled.  After looking at the list you begin to think, we have an opportunity to downsize the size of federal government and this looks like an excellent place to begin.

You ask Reince to have your senior advisors prepare a list of Federal Agencies and Corporations that should be considered for overhaul or termination.

That night you have an excellent time at the inaugural events and the next day officially begins your first 100 days.  Mr. (or Madam) President, once your advisors return their list of recommendations on combining or eliminating agencies and your decision is made, please have your staff copy me on the list of Agencies that you eliminate by consolidation or elimination at dan@mchenryconsulting.net.  For the surviving agencies, we will recruit and make staff changes for those that will support and execute your Agenda.
